history record information file, the administrator may use that information

for the purpose of deciding whether to hire the candidate. Lastly, an

institution of higher education may require an individual offered

employment as a full-time faculty member or staff member to self-disclose

certain criminal history information on a self-disclosure form.

(PN 789) Amends Public School Code further providing for Office for Safe

Schools requiring dating violence education. Each school district shall

verify compliance with the department on an annual basis through the annual

school health report. A school district shall provide dating violence

training to all administrators, teachers, guidance counselors, nurses and

mental health staff at the middle school and high school level. The

training shall be provided annually to all newly hired staff deemed

appropriate to receive the training by the school's administration. Each

district shall consult with each domestic violence program and each rape

crisis program that serves the region for the development and

implementation of the dating violence policy and for the coordination of

the content and provision of dating violence training for school district

employees. A school district shall inform the students' parents or legal

guardians of the school district's dating violence policy and provide a

copy if requested. The department shall prepare model grade-appropriate

topics relating to dating violence and healthy relationships for the

purpose of assisting school entities in preparing an instructional program

on dating violence.

made no later than 60 days following the approval of an application. A tax

credit shall be granted to a business firm providing proof of a

contribution to a scholarship organization or educational improvement

organization which shall not exceed 75 percent of the total amount

contributed during the taxable year by the business firm. For fiscal year

2011-2012, the tax credit shall not exceed $400,000 annually per business

firm for contributions made to scholarship organizations and educational

improvement organizations. For 2012-2103, the tax credit shall not exceed

$750,000 annually per business firm for contributions made to scholarship

organizations or educational improvement organizations. The Department of

Revenue shall grant a tax credit of up to 90 percent of the total amount

contributed during the taxable year if the business firm provides a written

commitment to provide the scholarship organization or educational

improvement organization with the same amount of contribution for two

providing proof of a contribution to a prekindergarten scholarship which

shall be equal to 100 percent of the first $10,000 contributed during the

annually per business firm for contributions made to prekindergarten

Education Opportunity Board is created and it shall, among other duties,

establish guidelines that meet the standards outlined in the legislation;

the guidelines shall not be subject to review, regulation or approval by

the State Board of Education. Beginning in the second consecutive school

year of enrollment in a nonresident public school or a participating

nonpublic school by an opportunity scholarship recipient who was enrolled

in the recipient's resident school district when the recipient first

received an opportunity scholarship under this subarticle, the amount of

Commonwealth basic education funding paid by the department to the resident

school district shall be reduced by an amount equal to the Commonwealth's

share of the school district's total revenue per average daily membership.
